Abstract

Emission inventory (EI) is often recognized as a foundational pillar for air quality planning. In this manuscript, we reviewed national emission inventory (NEI) development processes in United States (US) and made recommendations for South Korean emission inventory development for the future. First, we examined history of emission inventory development in US while focusing on what has been success and failure. We noticed that, in general, emission reductions led to air pollution abatement although efficacy of same degree of reduction may not result in similar air quality improvement. Second, we described conventional approaches of developing NEI and differences between NEI and EI for State Implementation Plan which is required for air quality management in US. Last, we analyzed how US Environmental Protection Agency and counterpart agencies in states came up with a new plan for the next major regulatory modeling project. Based on our analysis, we conclude that early and steady participation of local governments will lead to effective and efficient emission inventory development and, in turn, will result in successful air quality planning that is necessary for actual air quality improvement.

1. 서 론

미국의 대기질 개선계획은 대기환경기준 비달성 지역을 포함한 주 (State)에서 대기오염물질 농도 감소를 위해 자체적으로 수립해야 하는 주 시행계획 (State Implementation Plan; 이하 ‘시행계획’)이 그 근간이라고 할 수 있다 (Henneman et al., 2017; Kuklinska et al., 2015; National Research Council, 2004). 즉, 시행계획은 대기관리를 위한 주요 설계도이다 (US EPA Region 4, 2008). 이러한 시행계획에는 수치모사 기반의 정량적 분석을 통해 각 지자체의 대기관리 계획이 목표연도까지 대기질 개선이 이루어질 수 있는지를 보이는 달성증명 모사가 반드시 포함되어야 한다 (Cohan and Napelenok, 2011; US EPA, 2007; National Research Council, 2004). 이 달성증명 모사에 이용되는 중요한 입력 자료로 배출량 자료와 기상 자료를 꼽을 수 있다 (US EPA, 2007). 특히, 배출량 자료는 과거 비달성 지역에서 현재 달성 지역으로 분류된 지자체의 유지보수 계획 (Maintenance Plan) 마련 시에도 중요한 자료로 활용되며, 신규 또는 개정되는 대기환경기준에 따른 달성/비달성 지역 지정 시에도 이용된다 (US EPA, 2017). 따라서, 배출량 자료는 미국 대기관리의 전체적인 관점에서 가장 중심이 되는 자료이다 (US EPA, 2017). 실제로 이러한 배출량을 대기 관리를 위한 수치모사 및 다양한 분석에 활용해온 미국의 경우, 그림 1에 보이는 것처럼 배출량 목록 기반의 배출량 감축 계획 및 시행 노력은 대기질 개선에서 중요한 역할을 담당하였다.

국내의 경우에도 수도권 대기개선을 기본계획이나 대기환경규제지역에 대한 실천계획 수립 시 국립환경과학원 제공의 CAPSS (Clean Air Policy Support System) 배출량 목록을 이용하며, 시행계획이나 이행계획에 대한 평가에도 이를 근거로 한 삭감 배출량이 활용되는 등 대기질 관리에 있어 배출량 자료가 중요한 위치를 차지한다.

2017년 후반, 미 환경청과 권역대기관리 계획을 맡은 RPO (Regional Planning Organization) 및 각 주는 차기 대기질 개선계획 수립에 있어 중요한 배출량 산정 시 기존과는 다른 접근 방안에 합의하고 구체적인 실행방안을 모색하였다 (McDill, 2017). 현재 미국에서 시도되고 있는 새로운 배출량 산정 방안은 다소 비효율적이었던 과거 접근법의 한계를 인지하고 문제점을 개선하고자 도출되었다. 본고에서는 이러한 미국의 배출량 산정을 최신 접근법과 그 배경을 소개하여 향후 한국의 대기질 관리를 위한 배출량 산정 및 개선 시 필요한 정보를 제공하고자 한다.


2. 본 론
2. 1 미국의 대기 관리용 배출량 자료의 종류

일반적으로 배출량 목록에는 대기오염물질의 직접적인 1차 배출량 및 대기 중 2차 생성에 관여하는 전구물질의 배출량이 포함된다 (Mobley et al., 2005). 시간적으로는 대기환경 개선계획 수립 연도와 같이 주요 대기오염물질에 대한 연간 배출량을 담고 있으며, 공간적으로는 기초 지자체 (예: County) 또는 대기질 모사 격자에 상응하는 해상도까지 지원하고 있다 (US EPA, 2017).

미 환경청은 설립 초기였던 1960~1970년대부터 배출량 자료 확보에 노력을 기울였으며 (Southerland, 2005), 더 체계적인 배출량 확보의 필요성이 대두됨에 따라 2002년 CERR (Consolidated Emission Reporting Rule)을 재정, 공표하였다 (US EPA, 2002). 더 나아가 2008년에는 기존 CERR에 비해 보고 의무가 강화되고 통합된 절차의 AERR (Air Emission Reporting Rule)을 재정, 공표하였다 (US EPA, 2008). CERR에서 대형 점오염원의 보고 기준이 실제 배출량에 대해 연간 100톤이었던 반면, AERR에서는 잠재적 배출량 혹은 배출허가권상 최대치 (Potential to emit) 기준 100톤으로 실질적인 규제가 강화되었다. 2015년부터는 연방 정부차원의 대기관리 계획 및 지자체의 시행계획 수립을 지원하고자 AERR을 통해 지자체로부터 배출량뿐만 아니라 배출량 산정을 위한 입력 자료도 일부 수집하고 있다. 예를 들어, 이동오염원의 경우 배출량 산정 도구인 MOVES (MOtor Vehicle Emission Simulator; https://www.epa.gov/moves)의 입력자료를 요청하며, 산불의 경우 SMARTFIRE (https://www.airfire.org/smartfire/) 등을 통해 연방정부에서 수집한 입력 자료를 주 정부에서 검토하도록 요청하고 있다. 물론 각 주에서 이동오염원 및 산불에 의한 배출량 자료를 직접 제출할 수도 있다.

미 환경청은 이렇게 수집된 자료들을 취합한 후 정도 관리를 수행하고, 국가 배출량 목록 (National Emission Inventory)을 개발, 공표한다 (US EPA, 2015a). 이때 각 지자체는 연방정부의 산정량 대신 자체 개발 자료를 국가 배출량 목록에 포함시키도록 요구할 수 있다. 한편 독성 배출량 목록의 제출은 법적으로 의무사항은 아니지만, 대부분의 주에서 미 환경청의 추산량을 검토한 후, 받아들이거나 자체 산정량을 제출하고 있다. 이러한 과정을 통해 개발된 국가 배출량 목록은 시행계획 및 미 환경청의 RIA (Regulatory Impact Analysis) 등 규제 관련 기술지원 작업에 필요한 기본 자료로 활용된다.

주의할 것은, 국가 배출량 목록 자체가 곧 법적인 구속력을 갖는 시행계획의 배출량 목록은 아니라는 점이다 (Air Pollution Training Institute, 2004). 공청회 및 주의회의 승인을 거쳐야만 비로소 수치모사에 이용되는 시행계획 자료의 일부로 연방정부 차원의 구속력을 갖는 (즉, “Federally Enforceable”) 배출량 목록으로 인정될 수 있다 (US EPA, 2017). 예를 들어, 시행계획의 배출량 목록은 “Transportation Conformity” 등 행정적 실행의 일환으로 법적 구속력을 갖는 반면, 국가 배출량 목록은 참고자료로만 이용될 수 있다. 따라서 중요한 대기 정책용 수치모사 시에는 미국의 국가 배출량 목록을 그대로 이용하기 보다는 필요에 따라 각 주 및 지자체의 특성이 반영된 개정 배출량을 병행 활용한다. 또한, 미국의 국가 배출량 목록은 3년을 주기로 모든 배출영역에 대해 마련되는데, 시행계획의 수치모사 대상연도가 반드시 국가 배출량 목록의 작성연도와 동일해야 할 필요는 없다.

2. 2 미국의 배출량 자료 개발 과정의 변화

초기에는 국가 배출량 목록의 도출을 위해 점오염원의 경우 앞 절에서 언급한 것처럼 각 지자체의 제출목록이 이용되었다. 면오염원 등 다른 오염원의 경우 미 환경청이 주도적으로 배출량 목록안을 구축하고, 각 지자체가 배출량을 검토한 후 최종안을 만드는 과정을 거쳤다 (US EPA, 2015a). 그러나 배출량 목록 개발 초기 단계부터 지자체의 의견이 충분히 수렴되지 않고, 지자체와 합의되지 않은 방법론이 이용되거나, 연방 정부의 배출량 산정 방법론이 각 지자체의 특성을 반영하지 못하여 개발된 배출량 목록이 실제 시행계획 수립 시 이용되지 못하는 문제가 발생하였다. 예를 들어 연방정부의 초기 배출량 산정목록을 이용할 경우, 미국 동남부 지역에서 화목 난로 등 주거용 화목 연료 연소 (RWC; Residential Wood Combustion) 배출량이 고층 아파트나 빌딩, 다세대 가구가 밀집된 도심 내부에서 높게 산정되었다 (Kim et al., 2012). 이러한 문제점은 주 단위의 총 배출량을 인구분포를 기준으로 공간 할당하였기 때문으로 밝혀졌으며, 미 동남부 주들은 자체적으로 해당 지역의 화목연료 사용 특성을 반영할 수 있는 배출량 산정 방법을 개발하였다 (Kim et al., 2012). 미 환경청은 이후 이러한 방법론을 일부 채택하고 전국적으로 확대 적용하였으며, 이는 지자체가 고안한 신규 방법론이 미 전역의 배출량 품질 향상에 기여한 선례가 되었다.

미국의 국가 배출량 산정에서 기존 방식의 또 다른 문제는 정도관리 및 지자체의 검토를 거친 공식적인 첫 번째 버전 (즉, Version 1)으로부터 최종 버전의 국가 배출량 목록이 공표되기까지 3~5년의 시간적 격차가 발생한다는 점과 연방 정부차원의 배출량 산정 과정에 이를 실무적으로 집행해야 하는 각 주가 주요 의사 결정에 충분히 참여할 수 없다는 점이었다. 미국의 경우 국가 배출량 목록의 버전 관리에 있어 자료 취합 및 1차 정도관리하고, 지자체가 검토하기 이전 상태를 “Draft”로 명명하며, 검토 후 처음으로 완성된 자료를 “Final Version 1”으로 지정한다. 이후 활동도 자료 등이 개선되어 자료가 수정되는 경우 취합 및 검토 과정을 거쳐 “Version 2”, “Version 3”와 같이 지속적인 업데이트가 이루어진다. 과거에는 여러 번의 수정을 거쳐야 할만큼 초기 자료의 품질이 좋지 않았는데, 2005년 국가 배출량 목록 개발과정이 그 대표적인 예이다.

미 환경청은 2007년 부근까지 기존 국가 배출량 목록 자료 취합에 이용되던 NIF/NOF (NEI input format/NEI output format) 형식에서 벗어나, 지금과 같은 Extensible Markup Language 기반의 EIS (Emission Inventory System) 및 신규 자료 교환을 위한 CDX (Central Data Exchange) 시스템 변경 설계 및 구현을 진행해왔다. NIF/NOF는 배출량과 관련된 자료를 Relational Database에 필요한 테이블에 담는 형식으로, 배출원의 수가 증가함에 따라 시설 확인번호 등에 대한 연도별 일관성이 결여되는 등 중요 정보처리에 있어 문제가 제기되어왔다. 또한 연방 정부차원에서 시설 정보와 배출량 정보를 구분하는 관리를 요구하는 등 개편 필요성에 따라 2004년부터 객체지향형 자료 구조 기반의 신규 체계인 EIS 개발을 추진하였다. 표 1표 2는 각각 배출시설 정보와 관련하여 NIF v3.0과 EIS에서 필요로 하는 사항을 정리한 것이다. 표 2의 회색부분은 EIS에서 새롭게 추가된 사항으로, 보다 상세한 배출원 관련 정보를 얻을 수 있는 기틀을 마련했다고 할 수 있다.

이러한 개발 과정 중 신규 시스템 완성 이전에 국가 배출량 목록의 3년 주기가 도래하는 문제가 대두되었으며, 이를 해결하고자 연방환경청에서는 2005 NEI Version 1에 “Reduced Efforts” 접근법을 채택하였다 (Cui et al., 2012; Dombrowski et al., 2005). 기본적인 구상은 2005 NEI Version 1 구축 시, 확보 가능한 대형 점오염원 이외의 상당부분을 2002 NEI 최종 버전의 자료로 대체한다는 것이었다. 그러나 2005 NEI Version 1의 품질이 다른 연도 NEI에 비해 크게 떨어짐에도 불구하고, 출간된 국가 배출량 목록이라는 이유로 2005년도 국가 대기오염물질 독성 평가 (National Air Toxic Assessment) 초기 연구 등에 사용된 경우가 발생하였다. 이외에도 시스템 변경에 따른 혼란이 발생하였는데, 이는 이와 같은 시스템 변화가 연방정부의 주도하에 진행됨에 따라 실제로 실행해야 하는 각 주가 세부적인 의사결정 과정에 충분히 참여할 수 없었기 때문으로 판단된다. 표 3은 2005년 국가 배출량 목록 개발 과정의 시간 순서를 나열한 것으로, 2009년 말이 되어서야 2005년 국가 배출량 목록의 최종본이 완성된 것을 확인할 수 있다.

미국에서는 최근 몇 년간 이와 같은 접근법에 대한 한계를 극복하고자 새로운 연방 환경청-지자체 간의 협력 방법론을 진행 중에 있다. 본고에서는 이러한 협력 방법론 중 두 가지를 대표적인 성공 예시로 소개하고자 한다.

첫째는 미 동부의 지자체들을 중심으로 한 ERTAC (Eastern Regional Technical Advisory Committee)의 설립 및 운영이다 (Dorn et al., 2010; ERTAC, 2008). 각 지자체의 기술직 공무원들 중 일부가 자발적으로 해당기관의 허가를 받아 위원회에 참여하는 형식으로, 위원회의 운영은 RPO의 기술 담당자들이 주도해 왔다. 발전시설 (EGU; Electric Generating Unit), 철도 (Rail), 비점오염원 (Non-point) 등에 대한 위원회가 비교적 성공적으로 운영되고 있다 (McLeod et al., 2015; Bergin et al., 2009). 특히, 발전시설 분과의 경우 기존 미 환경청의 미래연도 발전시설 미래 배출량 산정 도구인 IPM (Integrated Planning Model)의 여러 문제점 (예: 가동 중단 예정이 없는 발전소의 해체 등)에 대한 구체적인 대안을 제시하였고 (ERTAC EGU Committee, 2015), 연방 정부 차원에서 수 년간 고수하던 독점적 IPM 결과 사용에 대한 정책 변화를 이끌어냈다 (US EPA, 2017). 두 번째는 현재 진행 중인 NEMO (Nonpoint Emission Methodology and Operator instructions)이다 (Mason et al., 2017). ERTAC의 비점오염원 위원회의 경우, 기존 중앙정부의 주도적인 노력을 지자체만의 협의로 단기간에 대체할 수 없음을 인지하여 위원회 구성 초기부터 미 환경청의 적극적인 참여를 유도하였다. 한편 미 환경청에서도 배출량 목록 개발의 효율성 및 개발된 배출목록의 효용성 제고에 대한 필요성이 제기되었다. 이를 위해 2016년 11월 연방 정부와 지자체 기술직 공무원들이 미 환경청 본부에서 “Lean Event”를 개최하였다. 이 협력 모임에서는 기존 비점오염원 배출량 산정 과정의 문제점을 심도있게 파악하고 그에 따른 개선계획을 도출하였으며, 이에 대한 전국적인 원격회의 및 의견 교환 등을 거쳐 NEMO가 태동하게 되었다. NEMO는 필요에 따라 간헐적으로 운영되던 ERTAC 비점오염원 위원회의 비상설 분과위원회를 상설로 전환하고, 미 환경청 직원이 회의록 작성 및 의견 조율과 같은 업무를 지속적으로 전담하도록 하여 2017년 국가 배출량 목록 개발과정에서 보다 많은 지자체들이 공감하는 국가 배출량 목록을 산정하였으며 그 과정에 대한 구체적인 문서화 작업을 진행하였다. NEMO의 목표달성을 위해 미 환경청은 최소 2~3주에 한 번씩 진행상황 보고 및 의견 수렴을 위한 전화 음성회의 및 소식지를 제공하고 있다.

2. 3 미국의 대규모 수치모사를 위한 차기 배출량 자료 개발 접근법

미국의 전국규모 혹은 지역규모의 차기 대기관리 지원용 수치모사를 위한 대상연도는 기존 국가 배출량 목록의 작성연도인 2014년이나 2017년이 아닌 2016년이다. 미국의 각 주는 2015년에 갱신된 오존 대기환경기준에 대한 달성 목표연도인 2023년에 대한 배출량과 시정장애 (RH; Regional Haze) 관리 시행계획에 따른 중간 검토를 위해 2028년 미래연도 배출량을 우선적으로 개발해야 하는 상황에 놓여있다. 통상 대기관리를 위한 수치모사는 국가 배출량 목록 작성연도를 기준연도로 설정하나, 차기 오존 및 시정장애 모사의 경우 기상 특성상 미국의 국가 배출량 목록의 작성 연도인 2014년 및 2017년이 선정되는 것에 대한 우려가 표명되었다. 만약 2014년이나 2017년에 전국적인 대기오염 현황이 전형적이었다면 이 두 해 중 한 해가 모사연도로 선택되어야 하나, 전국적으로 대기 오염 생성 조건이 둔화되는 경향을 보였다. 이에 미 환경청은 과거와 달리 미국 전역의 지자체를 대표하는 RPO들의 의견을 적극 수렴하여 2016년을 기준연도로 선정하였으며, 연방 정부로부터 지자체에 이르는 모든 참여기관의 합의를 도출할 수 있었다. 또한, 2000년대 초반에 도입된 배출량 목록을 포함하여 시공간적으로 분배된 수치모사를 위한 배출량 자료의 모음을 일컫는 배출량 플랫폼 (EMP; Emission Modeling Platform)이라는 개념을 바탕으로, 2016년 배출량 플랫폼 개발 시에는 초기 단계부터 지자체의 의견을 고려하여 배출목록을 개발하기로 동의하였다. 이와 같이, 미국의 경우 연방 정부-지방 정부간의 표면적 협력관계에 대한 문제점을 인식하고, 미 환경청과 RPO 및 지자체간 보다 적극적인 의견 수렴을 반영하는 배출목록 개발 접근법에 합의하였다.

새로운 배출 목록의 개발을 위해 우선 미 환경청, RPO, 지자체의 기술직 공무들로 이루어진 협의체를 구성하고, 산하에 조정 위원회 (Coordination Committee)를 중심으로 자연배출량 (Biogenics), 발전시설, 자연적/인위적 산불 (Fires), 선박 (Marine), 비발전 대형시설 (Non-EGU), 비점오염원, 비도로 이동오염원 (Non-road), 석유-가스 (Oil & Gas), 도로 이동오염원 (Onroad), 철도, 캐나다/멕시코 (Canada/Mexico) 등 주요 배출원군에 대한 전담조직을 배치하였다. 각 전담조직은 미 환경청의 대표 1명과 RPO/지자체 대표 1명씩을 두어, 미 환경청 및 지자체가 더욱 지속적이고 체계적인 의사 소통을 할 수 있도록 장려하고 있다.

새로운 방법론의 실제적인 실천 예시로 자연 배출량 분과의 내용을 살펴보면 다음과 같다. 자연 배출량 분과의 책임은 BEIS3 (Biogenic Emissions Inventory System version 3; Bash et al., 2016)와 MEGAN v3 (a Model of Emissions of Gases and Aerosols from Nature version 3; Guenther, 2006)을 바탕으로 작성된 2016년 자연 배출량 목록자료와 이들 자료의 생성에 이용된 각종 입력자료를 비교 검토하는 것으로, 자연 배출목록 작성에 적용된 방법론을 문서화하고 정도관리를 수행하는 것이 핵심 임무이다. 개선방안의 도출은 추가 업무이며, 가능한 선에서 측정치와 배출량과의 비교도 수행할 예정이다. 이를 위해 연방 환경청 및 RPO, 지자체는 현재 가용한 2016년도 자연배출량 산정 결과를 취합하여 위원회 구성원들에게 공개하였다. 구성원들 중 각 지자체에서 참여하는 위원들은 소속된 지자체 및 지역의 특성을 감안한 자연배출량 목록 검토 작업을 수행하여 그 결과를 위원회에 보고하도록 하고 있다. 향후 수행할 검토 작업을 위해 표 4의 2008년도 미서부 지역의 자연배출량 개선 과제 (Sakulyanontvittaya et al., 2012)와 같은 기존 작업들을 최대한 활용할 계획이다.

2016년도 배출량 산정에 적용되는 이 새로운 방법론은 크게 보면 기존 ERTAC 및 NEMO 접근법의 장점을 수용한 것으로, 배출량 산정에 직접 관여하는 집단들의 동의를 조기에 끌어내고 배출량 산정 과정을 투명하게 공개하여 향후 배출량 개정 시 소모적인 논쟁은 최소화하는 한편, 최종 배출량 목록을 보다 신속하게 확보하는 데 궁극적인 목적이 있다.

3. 결론 및 제언

배출량 목록은 대기질 연구 및 관리에 있어 불확도가 높은 자료 중 하나임에도 (Digar et al., 2011; Southerland, 2005; Fine et al., 2003), “기술적인” 것일 뿐, 학문적인 영역으로는 인정받지 못했다 (Southerland, 2005). 최근에 들어서야 배출량 산정이 지역 규모부터 전 지구적 규모인 대기화학 연구에 있어 매우 중요한 6가지 미래 중점 연구 분야의 하나로 인식되며 (National Academies of Sciences, Engineering, and Medicine, 2016), “과학”의 일부분으로 인정받는 추세이다.

배출량 자료는 대형 점오염원을 제외하면 직접 측정이 매우 어려우며, 면오염원과 같이 배출계수와 활동도처럼 높은 불확도를 내재한 산정 방법이 적용되는 배출원들도 상당 부분 존재한다. 특히 오존과 같은 2차 오염물질은 그림 1에서 보인 것처럼 배출량 감소에 따른 농도 감소 추세가 점차 둔화될 것으로 예상됨에 따라, 배출량 저감 노력이 더욱 강화되어야 할 것으로 판단된다. 이에 배출원에 대한 구체적인 분류와 정확도 확보가 더 중요해지므로, 지역 특성을 잘 파악할 수 있는 지자체의 역할 증대는 의심의 여지가 없다.

배출량 목록 작성 및 정도 관리에서 어려운 점은 산정된 배출량을 검증하는 데 있다. 하지만 ‘과학 이론은 반증 (Falsification)이 가능할 때 의미가 있다’는 칼 포퍼 (Popper, 2005)의 주장에 귀를 기울이며, 그렇기 때문에 그 반증의 과정이 투명해야 한다는 점을 주목할 필요가 있다. 앞서 소개한 미국의 2016년도 배출량 준비 과정은 과거 실무의 어려움을 통해 얻은 교훈을 바탕으로 투명성 확보에 상당한 노력이 요구된 작업이었다고 할 수 있다.

한국은 향후 정부 그리고 지자체 차원의 대기질 현황 분석 및 개선대책 마련을 위해 정확한 배출량 자료의 이용이 중요하게 될 것이다. 대기오염에 대한 지자체별 책임소재에 대한 갈등을 방지하고 지역적 특성을 제대로 반영하기 위해서는 배출량 산정 단계에서부터 지자체의 참여가 필요하다. 또한, 대부분의 대기오염 관리에서 사업장 부문에 대한 규제를 배제할 수 없다. 규제에 앞서 합리적 수준의 배출 관리를 위해서는 배출량 목록 산정 과정을 투명하게 하고, 가능한 범위에서 협의체를 구성하는 등 사업체의 적극적인 참여를 유도할 필요가 있다. 미세먼지 문제 해결을 위해서는 교통, 난방 등 민간부문에서의 배출량 저감도 절실하며, 효과적인 대기질 개선대책 마련을 위한 기초자료로써 배출량 목록이 차지하는 위상이 제고되어야 할 것으로 판단된다. 마지막으로, 미국의 2016년도 자연배출량 위원회의 예시에서 볼 수 있듯이, 중앙 정부 관련 인력뿐 아니라 지역적 배출특성 및 정도 관리를 수행할 수 있는 지자체별 기술 인력 양성 또한 필요하다.
