중국 산둥반도 배출량 변화와 한국 대기질의 연관성 검토

Abstract

While social networks have become very popular and powerful way of connecting people and sharing new information, they also effectively spread wrong or biased information to the public. We examine the so-called “Shandong peninsular rumor” that claims Chinese government is responsible for the increased air pollution in South Korea and Japan, by moving pollution-causing industries near Beijing to the Shandong peninsular which is close to South Korea. We demonstrate that the amounts of NOx and SO2 emissions inferred by space-borne monitoring and regional air quality models show clear declining trends in past several years. We do not have any evidences to support the relation of Shandong peninsular emissions change to South Korean air quality.

1. 서 론

한국을 포함하여 동북아시아의 미세먼지 (PM2.5; Particulate Matters of which diameter is equal to or less than 2.5 μm) 문제는 공공 건강 및 복지 등 실생활에 직접적인 영향을 미치는 심각한 사회현안 중 하나이다 (Leem et al., 2015; Yorifuji et al., 2015; Ha and Moon, 2013). 이러한 PM2.5 문제는 일반적으로 동북아 지역의 급속한 경제 발전과 산업화에 따른 1차 미세먼지 (Primary PM) 및 전구물질의 배출 증가가 주요 원인으로 손꼽힌다 (Hu et al., 2017). 동북아 지역의 각 국가들은 PM2.5 유발물질의 배출량 조절을 위해 지속적으로 노력해왔으나 (Kim et al., 2017c; Irie et al., 2016; Wang et al., 2014), 최근 몇 년간 PM2.5 농도의 가시적인 개선은 보이지 않고 있다 (Ju et al., 2018; Kim et al., 2017c).

이러한 배경에서 고농도 PM2.5 현상에 대한 근본적인 원인분석 및 책임소재 규명에 대한 관심은 정부 및 학계뿐 아니라 일반 국민에 이르기까지 매우 높은 상태이며, 인터넷 검색이나 SNS (Social Network Service)를 통해 표출되고 있다. 특히, SNS를 통한 정보 공유는 대기오염 문제에 대한 경각심을 불러일으키는 긍정적인 면도 있으나, 확인되지 않거나 잘못된 정보가 양산되는 부작용을 낳고 있다. 빠른 전파속도를 가지는 SNS의 특성상 자극적인 내용이 대중에 유포되는 경우가 많으며, 이러한 잘못된 정보의 확산은 정부정책에 대한 오해 및 반대로 이어져 비효율적인 정책수행을 유도할 가능성도 있다.

본 연구에서는 최근 확산되고 있는 ‘중국 내 배출원 이전에 따른 국내 미세먼지 심화’ 에 대한 주제를 과학적이고 객관적인 자료를 바탕으로 검토하고자 한다. 소위 ‘산둥반도로의 산업 이전설’ (이하 ‘산둥루머’)로 일컬어지며, 최근 2~3년간 SNS 상에서 널리 공개되었던 이 루머는 한국의 미세먼지 농도 증가 원인을 중국정부의 산업체 이전 정책에서 찾고 있다. 중국의 수도인 베이징 지역의 대기오염을 해소하기 위해 대기오염물질 배출산업을 산둥반도 지역으로 옮김으로써 인접한 풍하 지역, 즉 한국과 일본의 대기오염 문제를 심화시켰다는 내용으로, 종내 온라인상에서 한국 정부가 중국 정부와의 불편한 관계 형성을 우려하여 적극적으로 대응하지 못한다는 주장으로 변화하기도 하였다. 2016년부터 이와 같은 주장이 많이 회자되어 일부 방송매체에 의해 다루어지기도 했으나 (e.g. JTBC 팩트체크, 2016년 5월), 과학적인 분석을 통한 근거는 제시된 바 없다. 이러한 ‘산둥루머’는 최근 베이징, 텐진, 허베이 지역에 대한 중국정부의 경제개발계획 (e.g. 징진지 프로젝트) 및 베이징 지역의 악화된 대기오염문제 해결을 위한 ‘베이징 2013~2017 청정공기 행동계획 (Beijing 2013~2017 Clean Air Action Plan, http://www.ebeijing.gov.cn/feature_2/CleanAirAction/)’의 내용이 복합된 것으로 보인다. ‘산둥루머’에 대한 관심은 정보검색 결과에서도 확인된다. 그림 1은 대표적 검색서비스인 네이버에서의 ‘미세먼지’ 및 ‘산둥반도’의 검색 결과 빈도로, PM2.5 농도가 높고 국외 유입이 상대적으로 많은 봄철에 두 단어에 대한 검색이 빈번하게 이루어졌다. 이는 PM2.5의 국가 간 이동 특성과 관련하여 ‘산둥루머’에 대한 관심과 불안감이 높아졌기 때문으로 판단된다.

구체적인 분석 목표를 설정하기 위하여 본 연구는 ‘산둥 지역으로 이동한 산업체의 수’가 아니라, 미세먼지 등 한국 대기질에 영향을 줄 수 있는 ‘산둥 지역의 배출량 변화’에 집중한다. 전자의 경우 상대적으로 불확도가 높고, 통계자료 구축에 상당한 시간이 요구되는 반면, 후자의 경우 실시간 정보인 관측자료를 통해 쉽게 확인할 수 있는 장점을 가진다 (Woo et al., 2018; Huang et al., 2014). 또한, 대상 오염물질 및 전구물질의 배출량은 오염원 개수 뿐 아니라 오염원에 적용되는 대기오염 방지설비의 설치 여부 및 운전 효율성에 의해서도 결정되므로 후자를 통해 더 가치 있는 정보 수집이 가능할 것으로 사료된다. 본 연구에서는 공장설비 등 통계자료를 기반으로 산정된 배출량이 아닌 실제 관측농도 변화를 관찰하는 방법으로 신뢰도 높은 자료를 마련함으로써 (Souri et al., 2016; Huang et al., 2014), ‘산둥루머’에 대한 진위를 파악하는 데 도움이 될 수 있는 객관적이고 과학적인 정보를 제공하고자 한다.


2. 연구 방법

지난 20년 간 위성에서 관측된 화학물질의 대기 중 농도를 바탕으로 지역별 대기오염의 강도 및 변화추세 등을 파악할 수 있다 (de Foy et al., 2016; Tong et al., 2015). 현재 동북아 지역의 경우 대기오염에 직접적인 영향을 주는 인위적 오염원에서의 질소산화물 (NOx)과 황산화물 (SOx) 배출량은 매우 중요하다 (Oh et al., 2017; Han and Kim, 2015). NO2는 기준성 대기오염물질로 (Kutlar Joss et al., 2017), 국내를 포함한 동북아 지역에서 오존과 PM2.5 생성에 중요한 전구물질로 작용한다 (Bae et al., 2017; Kim et al., 2017a, b). 많은 기존 연구에서 NOx 배출량과 농도의 장기 변화 추세를 살펴보기 위해 위성에서 관측한 NO2 컬럼농도 (column density)가 이용되었으며 (Duncan et al., 2016; Kim et al., 2012; Richter et al., 2005), 이러한 하향 (top-down) 방식의 배출량 산출을 통해 상향 (Bottom-up) 방식으로 산정된 배출량을 보정하거나, 지역적 배출량 변화를 추정할 수 있다 (Liu et al., 2016; Tong et al., 2015). SO2 역시 같은 방법의 적용을 통해, 위성에서 관측된 SO2 농도를 바탕으로 SO2 배출량 분포를 가늠할 수 있다 (Krotkov et al., 2016).

앞에서 언급된 바와 같이, 일정 지역규모 이상의 NOx와 SO2 배출량은 관측농도와 대체로 비례하는 특성을 보인다. 그러나 엄밀한 의미에서 실제 배출량과 그 배출량에서 발현된 농도는 동일하지 않으며, 정확한 배출량을 추정하기 위해서는 농도를 결정하는 추가적인 요인이 반드시 고려되어야 한다. NO2 농도를 NOx 배출량 강도 및 공간 분포에 대한 지표로 활용하기 위해서는 짧은 체류시간이 가정되어야 하며 (Beirle et al., 2011), 체류시간은 온도변화에 영향을 받는다 (Lamsal et al., 2010). 또한, 풍속이 높을 경우 이류의 영향으로 농도와 배출량의 동일한 공간 분포를 가정하기 어렵다. 화학적인 변화 또한 다양한 요인에 영향을 받아 비선형성을 보인다 (Seinfeld and Pandis, 2006).

이러한 영향을 종합적으로 고려하기 위하여 본 연구에서는 위성에서 관측된 NO2 및 SO2 컬럼 농도와, 대기질 모사에 이용된 NOx 배출량 대비 모사된 NO2 컬럼 농도 비를 적용하여 실제 배출량을 추정하였다. 실제 배출량과 모사에 이용된 배출량은 차이를 보일 수 있으나, 본 연구에서는 위성 컬럼 농도가 실제 배출량이 투영된 결과로 가정하고 모사 컬럼 농도를 통해 실제 배출량을 근사하는 방식을 적용하였으며, 이는 아래의 식과 같이 나타낼 수 있다.

2. 1 위성자료

NO2 및 SO2 컬럼 농도는 NASA (National Aeronau-tics and Space Administration) Aura 위성에 탑재된 OMI (Ozone Monitoring Instrument) 탑제체의 관측자료를 이용하였다. OMI는 수직관측 시 13×24 km의 해상도를 가지는 관측장비로, 2005년부터 현재까지 지속적인 관측을 제공한다. 2단계 수준 (level 2) 자료를 보존적 고해상도화 (conservative downscaling) 방식으로 처리하였으며 (Kim et al., 2016b), 자료처리 과정에서 운량 (<40%)과 추가적인 정도관리 정보 (예, row anomaly flag)를 고려하였다. OMI 자료에 대한 일반적인 불확도는 Boersma et al. (2007, 2004)를 참조할 수 있다.

2. 2 모델

대기질 모사는 아주대에서 운영 중인 IMAQS-K (Integrated Multi-scale Air Quality System for Korea) 모델링 플랫폼이 활용되었다. WRF (Weather Research and Forecast; Skamarock and Klemp, 2008), SMOKE (Sparse Matrix Operator Kernel Emission), CMAQ (Community Multiscale Air Quality; Byun and Schere, 2006)을 기상, 배출량, 화학 모사에 이용하는 시스템으로, 단기 혹은 장기 대기질 모사 및 분석에 활용되고 있다 (Kim et al., 2017a, d, 2016a). 기상은 미국 NOAA (National Oceanic and Atmospheric Administration)의 NCEP (National Center for Environmental Protection) FNL (Final Analysis; NCEP, 2000)을 초기장으로 하여 WRF v3.4.1 모델로 산정하였으며, 대기질 모사에는 CMAQ v4.7.1이 이용되었다. 배출량은 CREATE (Comprehensive Regional Emissions inventory for Atmospheric Transport Experiment) 2015 자료가 이용되었으며, 국내의 경우 CAPSS (Clean Air Policy Support System; Lee et al., 2011) 2013 자료로 대체되었다. 자연 배출량은 MEGAN (Model of Emissions of Gases and Aerosols from Nature; Guenther et al., 2006)을 통해 산정되었다.

2. 3 관측자료

미세먼지 성분별 관측 자료는 백령도와 서울 불광동에 위치한 집중측정소의 시간자료를 이용하였다.


3. 연구 결과

그림 2는 NASA OMI 위성 탑재체에서 관측된 NO2 및 SO2 컬럼 농도의 공간 분포에 대한 최근 몇 년의 시간적 변화를 보여준다. NO2 농도로부터 기존 배출량 목록의 NOx 주요 배출원에 대한 공간 분포를 확인할 수 있으며 (Ding et al., 2017), 특히 징진지 지역으로 대표되는 중국 북부지역과 상하이 지역에서 높은 농도가 나타난다. 2015년 NO2 농도의 공간 분포는 OMI NO2 컬럼농도를 이용한 기존 연구 (de Foy et al., 2016)와 유사하다. 특징적으로 NOx는 자동차 등 도로 이동오염원의 배출량이 큰 비중을 차지하고 산업발전이나 보일러 등 고온 처리 분야에서 많이 배출되며, SO2는 주로 에너지 산업과 제조업 연소 분야에서 많이 배출되고 있다. 이러한 특징은 그림 2에서도 잘 나타나는데, 고도로 산업화된 지역에서는 NOx와 SO2 모두 높은 배출량을 보이나, 대도시에서는 NOx 배출량은 높은 반면, SO2 배출량은 매우 낮다.

그림 2에서 아래 부분은 지난 수 년간의 NO2 및 SO2 농도 변화를 보여준다. 국내를 포함한 동북아 지역에서 두 가지 오염물질 모두 2012~2013년 평균 농도에 비해 2015~2016년 평균 농도가 낮아지는 추세가 나타난다. 이러한 농도 감소 추세는 중국 지역에서 더욱 뚜렷하게 나타나는데, 이는 제 10차 5개년 개발계획 이후 지속적으로 추진되고 있는 중국정부의 대기오염물질 배출량 감소 정책에서 기인한 것으로 보인다 (Shi et al., 2014; Clean Air Alliance of China, 2013; Zhao et al., 2013). 중국 지역별 감소 추세를 살펴보면 허베이 지역에서 가장 강하며, 인접한 산둥 지역에서의 감소 역시 확연하게 나타난다. 이는 중국 내 배출원 이전 정책에 의해 산둥 지역에서의 대기오염물질 배출 증가 가능성은 낮은 것으로 판단된다.

앞에서 제시한 NOx 및 SO2 배출량 변화의 중요도를 설명하기 위하여 국내 PM2.5 농도와 구성 성분의 상관성을 분석하였다. 2010년에서 2016년까지 서울 불광동에서 측정된 PM2.5 성분자료에 의하면, PM2.5 평균농도 (29.98 μg/m3)의 주요 성분은 황산염 (Sulfate, SO42-, 22.1%), 질산염 (Nitrate, NO3-, 20.1%), 암모늄 (Ammonium, NH4+, 14.9%), 유기성 탄소 (Organic Carbon, OC, 13.2%), 원소성 탄소 (Elemental Carbon, EC, 5%) 등이다. 그림 3은 백령도 및 서울 불광동 집중측정소에서 같은 기간에 대해 PM2.5 농도와 주요 성분의 구성 분율을 산포도로 보인 것으로, 특징적인 것은 서울 불광동 측정소의 경우 PM2.5 농도가 증가함에 따라 무기성 성분들의 분율 역시 총 PM2.5 질량에 비례하여 증가하는 경향성을 보인다. 이러한 경향은 질산염에서 가장 뚜렷하게 나타난다. 반면, OC, EC의 경우, PM2.5 농도가 증가할수록 그 구성 분율이 반비례하여 감소하는 경향을 보인다. 이러한 상관 관계를 볼 때, 한국 내, 특히 수도권 지역의 고농도 미세먼지 발생과 NOx 및 SO2 배출량 변화를 연관하여 검토하는 것은 타당해 보인다. 이와 관련된 연구로 Seo et al. (2017)은 2014년 2월 발생한 PM2.5 고농도 기간 중 관측을 통해 서울 지역의 무기성 이온 농도가 크게 증가함을 보인 바 있다. 질산염 분율 증가는 장거리 이동 가능성과 함께 국내 배출 영향도 고려되어야 하며 (Itahashi et al., 2017; Kim et al., 2017b), 미세먼지의 생성과 성장은 지역별 대기의 화학적 조성과 기상 조건에 따라 달라질 수 있음을 시사한다 (Chu et al., 2016; Wang et al., 2016; He et al., 2014). 이러한 문제는 국내 고농도 미세먼지 현상을 이해하기 위한 중요한 부분이나, 본 연구의 직접적인 주제는 아니므로 후속연구를 통해 추가 분석함이 타당할 것으로 보인다.

중국 지역의 배출량 변화는 앞서 설명한 바와 같이 위성관측 농도와 모사된 배출량-농도 관계를 활용하여 추정할 수 있다. 그림 4식 (1)을 이용하여 산둥, 베이징, 허베이 지역에서 추산된 NOx 및 SO2 배출량의 연간 변화를 보인 것이다. 이미 언급되었듯이, 중국 정부의 10차~12차 5개년 계획에 의한 배출량 변화가 뚜렷하게 나타나며, 산둥 지역에서의 NOx 및 SO2 배출량은 2010년을 기준으로 NOx는 20%, SO2는 60%에 가까운 감소를 보인다. 이러한 연간 변화 역시 산둥 지역의 배출량 증가에 대한 우려와는 상반된 결과이다.

4. 결 론

미세먼지 문제는 실생활과 관련된 민감한 사회적 관심사로, 검증되지 않은 정보가 SNS 등을 통해 급속히 전파되기도 한다. 그러나, 잘못된 정보의 확산은 국가 간의 감정소모 우려는 물론, 정부 차원의 대책 마련에도 아무런 도움이 되지 못한다. 이러한 관점에서 정확한 정보를 폭 넓게 공유하는 것은 과학계의 의무라고 할 수 있다.

본 연구에서는 최근 우려를 낳고 있는 ‘산둥루머’에 대한 과학적 고찰을 시도하였다. 위성과 지표 관측, 대기질 모사 자료를 활용하였으며, 다음과 같은 결과를 도출하였다.

  • (1) 위성 관측에서 2012년 이후 2016년까지 중국의 NOx 및 SO2 농도는 전반적으로 감소하였으며, 산둥지역 농도 또한 감소 추세를 보였다.
  • (2) 서울 불광동 집중 측정소에서 2010년~2016년 사이 관측된 자료를 살펴보면, 고농도 PM2.5 발생 시 무기성 성분이 차지하는 분율이 상대적으로 증가하였다. 이러한 연관성을 통해 최근 중국 SO2 및 NOx 배출량 감소로 인해 국내의 고농도 PM2.5 발생 시 중국의 배출량 영향이 이전에 비해 낮아졌을 것으로 유추할 수 있다.
  • (3) 위성-모사 보정 분석에서 2010년 대비 베이징, 허베이, 산동 등 중국 주요지역의 NOx 및 SO2 배출량은 각각 20%, 60% 가량 감소로 나타났다.

마지막으로 유의할 점은, 본 연구 결과는 국내 PM2.5 농도에 대한 중국 배출량의 영향이 과거에 비해 감소하였을 가능성이 높다는 것으로, 어느 지역 또는 어느 국가의 영향이 더 크고 작은 지에 대해 언급하는 것은 아니다. 다만, 본 연구에서 제시된 중국 배출량의 빠른 감소 추세를 감안하면, 향후 국내 배출량 감축 노력에 따라 국내 미세먼지 농도는 예상보다 빠르게 개선될 것으로 예상된다.
